COMMUNITY NOTIFICATION

 

               The Faulkner County Sheriff’s Department is releasing the following information pursuant to Section 13 of Act 989 of 1997, the Sex and Child Offender Registration Act and the community notification guidelines promulgated by the Commission on Abuse, which authorizes Law Enforcement Agencies to inform the public of a sex offender’s release.  Such information will enhance public safety and protection.

 

               The individual who appears on this notification has been convicted of an offense that requires registration with the Arkansas Crime Information Center.  Further, his/her previous criminal history places him/her in a classification level that reflects the potential to re-offend.

 

               This Offender has advised the Faulkner County Sheriff’s Department that he/she will be living in the location listed in this report.  HE/SHE IS NOT WANTED BY THE POLICE.  THE NOTIFICTION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.

 

               The Faulkner County Sheriff’s Department has no legal authority to direct where a Sex Offender lives.  Unless court ordered restrictions exist, this Offender is free to live where he/she chooses.

 

               Sex Offenders have always lived in our communities, but it wasn’t until this passage of the Sex and Child Offender Registration Act that law enforcement even knew where they were living.  In many cases, law enforcement is now able to share that information with you.  CITIZEN ABUSE OF THIS INFORMATION TO THREATEN, INTIMIDATE OR HARASS REGISTERED SEX OFFENDERS WILL NOT BE TOLERATED.  Further, abuse could potentially end law enforcement’s ability to do community notification.  We believe the only person who wins if community notification ends is the Offender, since sex offenders derive their power through secrecy.

DESCRIPTION OF CRIME: The then 39 year old offender raped a 25 year old female acquaintance over an approximately 6 hours period of time in a van while her young son slept nearby. The then 28 year old offender picked up several young girls who may have been skipping school and hitchhiking. He dropped all the girls off except a 16 year old. He took her to a remote area and raped her while using a knife to gain compliance. The then 30 year old offender assaulted two strangers by holding a knife to their heads. He forced one or both of them to engage in sexual contact while using a deadly weapon. He held the knife on the male and threatened to stab him, if the female did not perform oral sex on him.

DESCRIPTION OF CRIME: This offender was convicted of Sexual Abuse- First degree on 9-26-1996. Documentation indicates the offender and some male acquaintances went to a home where some young teenage girls were babysitting a 5-year-old female. Later, while everyone slept, the offender engaged in sexual contact with the 5-year-old female stranger.

DESCRIPTION OF CRIME: The offender engaged in sexual contact with an 8 year old female known to him. He admitted he engaged in sexual contact with 3 males known to him during this same time period. He offended on the males when they were between the ages of 10-11. The offender engaged in sexual contact with two males ages 10 and 12. These males were strangers to the offender. The offender engaged in sexual contact with a 10 year old male and exposed his penis to a 14 year old male and 5 year old female.

DESCRIPTION OF CRIME:  Documentation indicates that Spencer forcefully raped an adult female relative. Spencer grabbed her by the hair and pulled her shorts and panties off while pinning her down. The victim reported pain from Spencer's holding her down and pulling her hair hard enough to yank her head back. The victim could not breathe. Documentation indicates another sexual encounter with the same female relative in 2005 that was never reported.
