Memphis Man Arrested

On 10/13/2016, FCSO Investigators arrested 38 year old Michael Jay Willins, of Memphis, TN. Willins was charged with Conspiracy to Commit Rape, a Class “A” Felony.

 

The Faulkner County Sheriff’s Office began an investigation on 9/26/2016 following communications with Willins after answering an online ad allegedly placed by him. Using an undercover profile, an FCSO Investigator communicated with Willins from 9/26/2016 until the date of his arrest on 10/13/2016. During those communications, Willins allegedly made arrangements to travel from Memphis, TN to Conway, AR for the purpose of sexual contact with the undercover Investigator and a 12 year old female.

 

When Willins arrived at the predetermined location in Conway, AR he was contacted by the FCSO and placed under arrest. Multiple items of evidence were seized from his vehicle and his person. These items included condoms, a prescription bottle, sexual lubricant, a sex toy, and a cellular device. FCSO considers this an on-going investigation and no further information is available at this time.

 

Willins bonded out of FCSO Unit 2 on a $50,000 bond and is awaiting a court date.
